Presidente Peña, 291 días en el cargo. ¿Cómo ha sido hasta ahora?

Es complicado resumir lo que se experimenta al asumir la responsabilidad del cargo más alto que una persona puede tener.

Hoy, el Estado ya no admite improvisaciones. Empezamos bien y contamos con una hoja de ruta clara. ¿Estoy satisfecho? Para nada, aún hay mucho por hacer. Hemos concretado reformas estratégicas y acciones significativas para la modernización del Estado y la estabilidad económica del país, como la Ley de “Hambre Cero en las Escuelas”, que será fundamental para el desarrollo de nuestro capital humano.

La educación es nuestra prioridad, y la falta de alimentación es una de las principales causas de deserción escolar. Además, la falta de nutrición impide el aprendizaje, incluso en niños que asisten a la escuela. Con esta y otras políticas, en los próximos cuatro años podremos afirmar que en Paraguay hemos erradicado la pobreza extrema, y podremos demostrarlo con cifras.

La pobreza en Paraguay es consecuencia de malas políticas públicas o de su ausencia, porque contamos con abundantes recursos para ser un gigante. Nuestro país es extremadamente rico en tierra, agua y gente. Estamos creando las condiciones para que Paraguay dé el salto que necesita, y vamos a hacer mucho más. La mayoría de los paraguayos comprendemos que es hora de dar ese gran salto y aceptamos el desafío.

Su visión para Paraguay es ambiciosa y progresista. Entre las prioridades está la creación de un ecosistema capaz de convertir a Paraguay en la economía digital más fuerte del Cono Sur. ¿Existe una hoja de ruta? ¿Cuáles son los pasos a seguir para esto?

​

Paraguay tiene un potencial enorme para la industria digital. Somos uno de los mayores productores y definitivamente el mayor exportador de energía limpia y renovable del mundo, y estamos comprometidos a convertirnos en un hub físico y digital de clase mundial, aprovechando nuestra ubicación estratégica y políticas innovadoras para un futuro próspero. Para lograr esto, necesitamos crear autopistas digitales que conecten a las personas, la cultura y el conocimiento de manera más rápida y efectiva.

Paraguay es el centro natural de conectividad en la región; el lugar donde fácilmente podemos conectar el Pacífico con el Atlántico pasando por el corredor bioceánico. No solo se trata de un centro físico, sino también de una isla de conectividad, un hub de tecnología verde, un lugar central en el futuro mundial de la conectividad.

Además, tenemos condiciones inmejorables para este tipo de proyectos, como nuestro bono demográfico joven, la ausencia de catástrofes naturales, una de las economías con tasas de crecimiento más altas en los últimos años, un régimen tributario único, bajo y simple, inflación baja, estabilidad política. Estos son factores que generan seguridad para cualquiera que esté interesado en invertir en Paraguay. Como primer paso de nuestra hoja de ruta, hicimos que el mundo lo supiera, lo que ha despertado el interés de muchos inversionistas que ya quieren desembarcar en Paraguay porque ven a nuestro país como un lugar inmejorable para el desarrollo de la industria digital.

Los Parques Nacionales Ybycuí y Cerro Corá son lugares impresionantes para experimentar la naturaleza local. El Palacio de López en Asunción no se ha visto afectado por los nuevos tiempos y tiene una iluminación nocturna extravagante que multiplica por diez su grandeza. Paraguay esconde joyas que el turismo mundial no visita. ¿Cómo va el plan para conseguir una atención más merecida sobre las bellezas paraguayas?

​

La sostenibilidad ambiental es el eje central de mi gobierno, por eso estamos dedicados a conservar y potenciar las riquezas naturales y culturales de nuestro país. Apostamos por el desarrollo sostenible como modelo, cuidando nuestros bosques con tecnología de vanguardia, como el monitoreo satelital. En el ámbito cultural, hemos revitalizado nuestro centro histórico con diversas actividades que enriquecen la oferta cultural. En cada una de las más de 15 giras que realizamos para promocionar al país, llevamos el mensaje de un Paraguay verde y lleno de riquezas culturales, y seguimos haciendo lo mismo en ferias internacionales, apostando a una fuerte presencia para que el mundo conozca lo que tenemos. Estamos posicionando a Paraguay como un destino de turismo de reuniones, con infraestructura suficiente para albergar los eventos más grandes. Recientemente fuimos sede de la Asamblea General número 54 de la OEA y, en diciembre, seremos sede de la decimonovena reunión del Comité del Patrimonio Cultural Inmaterial de la UNESCO.

En el ámbito deportivo, tenemos eventos como los Juegos Latinoamericanos de Olimpiadas Especiales a finales de este año, y en 2025 el Campeonato Mundial de Rally y la segunda edición de los Juegos Panamericanos Junior. Paraguay es grande, y hoy el mundo nos está observando.

Además, estamos trabajando arduamente para cerrar brechas históricas en la calidad del transporte público y en infraestructuras críticas, como nuestro aeropuerto internacional, que estamos renovando para que esté a la altura de nuestra visión de ser un hub tecnológico y logístico.

En los próximos cuatro años, verán transformaciones sin precedentes en este país. Estamos despertando a un gigante, y no se arrepentirán de apostar por su futuro. Los invito a unirse a nosotros en este emocionante viaje hacia un Paraguay cada vez más próspero y sostenible.

Los mercados de arte y los museos podrían convertirse en buenos negocios para el desarrollo socioeconómico. ¿Cuáles son los planes para el país?

​

Sabemos que la cultura promueve el desarrollo humano. Por eso, hemos promulgado la Ley de Fomento de la Lectura y el Libro y la Política Nacional de Artesanías, reactivamos el Centro Histórico de Asunción con actividades como las exitosas Palma Brilla y la Feria Palmear. Promovimos la Ruta Nacional de Artesanía y celebramos la declaración del Poncho Para’i de 60 Listas y la inscripción de la Guarania como Patrimonio Cultural Inmaterial de la Humanidad ante la UNESCO. La cultura no es solo el cemento con el cual se ha construido nuestra sociedad, sino que es una alternativa a la delincuencia, permitiendo mostrar a los jóvenes otra realidad, una alternativa mejor.

Un país con cultura, que brinda siempre homenaje a sus grandes artistas –José Asunción Flores, Roa Bastos, Julio Correa, Emiliano R. Fernández, Elvio Romero o Luis Alberto del Paraná, por citar algunos nombres— es un país inconmensurablemente rico.

Seguiremos apostando fuertemente por nuestros artistas, primero reconociéndolos a nivel local y luego impulsándolos con apoyo, porque nuestros artistas de alguna manera se convierten en embajadores de nuestro país mediante la difusión de nuestra cultura. El apoyo al capital humano es clave para obtener un mayor desarrollo, en este caso en la industria cultural, y eso es lo que estamos haciendo.

Ha estado viajando mucho por Oriente Medio y el Sudeste Asiático. ¿Cuál es su visión de Paraguay como actor internacional?

​

Paraguay está pasando de ser un espectador a ser un protagonista en el ámbito internacional. Tenemos abundancia de recursos claves como energía, tierra fértil y agua dulce, que hoy son de los más requeridos en el mundo. Esto nos pone en una posición interesante en un mundo donde el comercio está cada vez más globalizado. Paraguay tiene un modelo de desarrollo propio que ha hecho de nuestro país uno de los que más va a crecer este año en la región. Además, mantenemos desde hace décadas una política internacional coherente con nuestros principios y leal a nuestros socios históricos, como Taiwán, con quienes seguiremos fortaleciendo y potenciando nuestras relaciones. Pero también seguiremos explorando otros horizontes con mercados que convengan a la producción paraguaya, cada vez más admirada en el mundo por su calidad. Paraguay hoy tiene un mundo de oportunidades, y el mundo ve hoy muchísimas oportunidades en Paraguay.

Cualquiera que escuche sus discursos o charlas nota su pasión, amor y cuidado por Paraguay. Es contagioso. Si debiera elegir un adjetivo para definir a Paraguay, ¿cuál sería?

¿Cuál es su plato paraguayo favorito?

​

La Chipa Guazú. Es deliciosa por su combinación única de maíz fresco, queso Paraguay, y cebolla, que se mezclan para crear una textura suave, algo crocante y húmeda. Su sabor balancea perfectamente lo dulce del maíz con el salado del queso, ofreciendo una experiencia gastronómica auténtica y reconfortante, un verdadero clásico de la cocina tradicional paraguaya.

Exclusive Interview with the President of PAraguay Santiago Peña

President Peña, 291 days in office. How has it been so far?

 

It is difficult to summarize what one experiences when assuming the responsibility of the highest position a person can have. Today, the state no longer allows for improvisation. We started off well and have a clear roadmap. Am I satisfied? Not at all, there is still much to be done. We have implemented strategic reforms and significant actions for the modernization of the state and the country's economic stability, such as the "Zero Hunger in Schools" Law, which will be fundamental for the development of our human capital. Education is our priority, and lack of nutrition is one of the main causes of school dropout. Additionally, lack of nourishment hinders learning, even in children attending school. With this and other policies, in the next four years, we will be able to say that we have eradicated extreme poverty in Paraguay, and we will be able to demonstrate it with figures.

Poverty in Paraguay is a result of bad public policies or their absence, despite having abundant resources to be a giant. Our country is extremely rich in land, water, and people. We are creating the conditions for Paraguay to make the leap it needs, and we will do much more. The majority of Paraguayans understand that it is time to take that great leap and accept the challenge.

 

Your vision for Paraguay is ambitious and progressive. Among the priorities is the creation of an ecosystem capable of making Paraguay the strongest digital economy in the Southern Cone. Is there a roadmap? What are the steps to achieve this?

 

Paraguay has enormous potential for the digital industry. We are one of the largest producers and definitely the largest exporter of clean and renewable energy in the world, and we are committed to becoming a world-class physical and digital hub, leveraging our strategic location and innovative policies for a prosperous future. To achieve this, we need to create digital highways that connect people, culture, and knowledge faster and more effectively. Paraguay is the natural center of connectivity in the region, the place where we can easily connect the Pacific with the Atlantic through the bioceanic corridor. It is not only about being a physical center but also a connectivity island, a hub of green technology, a central place in the future world of connectivity. Additionally, we have unbeatable conditions for this type of projects, such as our young demographic bonus, the absence of natural disasters, one of the economies with the highest growth rates in recent years, a unique, low, and simple tax regime, low inflation, and political stability. These factors generate security for anyone interested in investing in Paraguay. As the first step of our roadmap, we made the world aware of it, which has sparked the interest of many investors who already want to land in Paraguay because they see our country as an unbeatable place for the development of the digital industry.

 

Ybycuí and Cerro Corá National Parks are impressive places to experience the local nature. The Palacio de López in Asunción has not been affected by the new times and has an extravagant nighttime lighting that magnifies its grandeur by tenfold. Paraguay hides gems that the world tourism does not visit. How is the plan going to get more deserved attention for the Paraguayan beauties?

 

Environmental sustainability is the central axis of my government, which is why we are dedicated to conserving and enhancing the natural and cultural riches of our country. We are committed to sustainable development as a model, taking care of our forests with cutting-edge technology such as satellite monitoring. In the cultural field, we have revitalized our historic center with various activities that enrich the cultural offering. In each of the more than 15 tours we have made to promote the country, we carry the message of a green and culturally rich Paraguay, and we continue to do the same at international fairs, aiming for a strong presence so that the world knows what we have. We are positioning Paraguay as a destination for meeting tourism, with sufficient infrastructure to host the largest events. We recently hosted the 54th General Assembly of the OAS, and in December, we will host the 19th meeting of the UNESCO Intangible Cultural Heritage Committee. In the sports field, we have events such as the Latin American Special Olympics at the end of this year, and in 2025, the World Rally Championship and the second edition of the Junior Pan American Games. Paraguay is great, and today the world is watching us. Additionally, we are working hard to close historical gaps in the quality of public transportation and critical infrastructures, such as our international airport, which we are renovating to match our vision of being a technological and logistical hub. In the next four years, you will see unprecedented transformations in this country. We are awakening a giant, and you will not regret betting on its future. The art markets and museums could become good businesses for socio-economic development. What are the plans for the country?

 

We know that culture promotes human development. That's why we have enacted the Law for the Promotion of Reading and Books and the National Policy for Handicrafts. We have revitalized the Historic Center of Asunción with activities such as the successful Palma Brilla and Palmear Fair. We have promoted the National Handicraft Route and celebrated the declaration of Poncho Para'i de 60 Listas and the inscription of Guarania as Intangible Cultural Heritage of Humanity by UNESCO. Culture is not only the cement with which our society has been built, but it is also an alternative to delinquency, allowing young people to see a different reality, a better alternative. A country with culture that always pays tribute to its great artists - José Asunción Flores, Roa Bastos, Julio Correa, Emiliano R. Fernández, Elvio Romero, or Luis Alberto del Paraná, to name a few - is immeasurably rich. We will continue to strongly support our artists, first by recognizing them locally and then by promoting them with support, because our artists in some way become ambassadors of our country by spreading our culture. Support for human capital is key to achieving greater development, in this case in the cultural industry, and that is what we are doing.

 

You have been traveling a lot in the Middle East and Southeast Asia. What is your vision of Paraguay as an international actor?

​

Paraguay is transitioning from being a spectator to being a protagonist on the international stage. We have an abundance of key resources such as energy, fertile land, and fresh water, which are highly sought after in the world today. This puts us in an interesting position in a world where trade is increasingly globalized. Paraguay has its own development model that has made our country one of the fastest-growing in the region this year. Additionally, for decades we have maintained an international policy that is coherent with our principles and loyal to our historical partners, such as Taiwan, with whom we will continue to strengthen and enhance our relations. But we will also continue to explore other horizons with markets that are beneficial to Paraguayan production, which is increasingly admired in the world for its quality. Paraguay today has a world of opportunities, and the world sees many opportunities in Paraguay. Anyone who listens to your speeches or talks can sense your passion, love, and care for Paraguay. It's contagious. If you had to choose an adjective to define Paraguay, what would it be?

What is your favorite Paraguayan dish?

 

Chipa Guazú. It is delicious due to its unique combination of fresh corn, Paraguayan cheese, and onion, which blend together to create a smooth, slightly crunchy, and moist texture. Its flavor perfectly balances the sweetness of the corn with the saltiness of the cheese, offering an authentic and comforting gastronomic experience, a true classic of traditional Paraguayan cuisine.

Is there any question I should have asked but didn't? If so, what would that question be?

I would have liked you to ask me, "What is the best country in the world?" Although you would already know my answer.
